The primary purpose of PCC is to provide a leveled and smooth base for overlaying the reinforcement of foundation which can transfer the loads to the ground and the other purpose (of which I am not very sure) is creating an additional cover for the foundation reinforcement to give it extra protection from coming in contact with earth/soil.
