MSL is the mean sea level that is taken as a reference for the whole measurments taken  on the entire earth surface.It is a frame of reference.Because there is no other possibility to take the readings with any other reference frame.Sea level also varies at different places.But average sea level/MSL is taken as the frame of reference.
